Monitors status of Check Point Interface QoS

Check Info:

* *service*: creates the service QoS <INTERFACENAME> for each QoS enabled interface
* *state*: always OK, at the moment
* *wato*: not yet
* *perfdata*:

    * fgAvrRateOut
    * fgRetransPcktsIn
    * fgRetransPcktsOut
    * fgPendPcktsIn
    * fgPendPcktsOut
    * fgPendBytesIn
    * fgPendBytesOut
    * fgNumConnIn
    * fgNumConnOut
